Keeping Fertilizer Where It Belongs

The single most important field behavior is keeping fertilizer on the turf and off impervious surfaces. Granules that land on a driveway, sidewalk, curb, or street have a direct path to a storm drain and from there, untreated, to a water body — impervious surfaces are, in effect, express lanes to the nearest waterway. The rule's requirement to sweep or blow any product off hard surfaces back onto the lawn is not optional housekeeping; it is a water-protection measure and a compliance obligation. Practical techniques: use a deflector shield on rotary spreaders when working next to hardscape, close the hopper when turning or crossing pavement, apply the outer pass first to establish a buffer and then fill the interior throwing inward, and never blow or wash stray granules into a drain — always recover them onto the turf.

BMP Rule of Thumb

If a granule lands on anything other than turf you intended to fertilize, get it back onto turf. Sweep it. Blow it. Pick it up. Never rinse it toward a drain.

Buffers, Setbacks, and Low-Maintenance Zones Near Water

Fertilizer must not be applied directly to or near surface waters. Maintain a fertilizer-free zone adjacent to any water body, seawall, wetland, canal, pond, or drainage conveyance. Many jurisdictions specify a setback — commonly around 10 feet, and sometimes more — within which no fertilizer may be applied, and BMPs favor an even wider vegetated "low-maintenance zone" of unfertilized, unmowed or high-mowed plants along the shoreline to trap and take up nutrients before they reach the water. When you must apply near the edge of the fertilized area, use a deflector shield to direct granules away from the water. Storm drains and drainage ditches are direct conduits to surface water and must be treated with the same care as an open lake. In coastal and lagoon watersheds, these setbacks are frequently larger under local ordinance, so verify the local requirement for every waterfront property.

Timing, Weather, and Watering-In

Timing protects both the turf and the water. Apply only to actively growing turf that can take up the nutrients; nutrients applied to dormant, drought-stressed, or newly stressed grass are poorly absorbed and prone to loss. Never apply when heavy rain is in the forecast — a downpour will wash soluble nitrogen off the site before the turf can use it, wasting the application and polluting the water. After a granular application, a light "watering-in" of roughly a quarter-inch of irrigation moves granules off the leaf blades and into the root zone, but avoid heavy irrigation that produces runoff or drives nitrogen below the roots. The objective is to settle the product into the soil, not to flush it through. Reading the sky and the forecast is part of the job: the same rain that waters in a proper application can, if it is heavy, turn that application into pollution.

Equipment, Loading, and Spill Response

BMPs extend to how you handle product before and after application. Load and clean equipment away from water, storm drains, and impervious surfaces — ideally over turf or a contained area — so that spills fall where they can be recovered. Recover spills immediately by sweeping up dry granules; never hose a spill toward a drain. Store fertilizer dry and covered so it cannot dissolve and run off. Keep the spreader clean and in good repair, since a leaking or miscalibrated spreader defeats every other precaution. These habits are simple, but they are where a great deal of avoidable nutrient loss actually occurs.

Local Ordinances and Summer Blackout Periods

Florida authorizes local governments to adopt fertilizer ordinances that are stricter than the state rule, and many counties and municipalities — especially along the coasts and around impaired water bodies — have done so. The most common local restriction is a summer "blackout" period, frequently June 1 through September 30, during which applying nitrogen or phosphorus fertilizer to turf is prohibited because the rainy season carries the highest runoff and leaching risk. Coastal counties in the Indian River Lagoon watershed and elsewhere — including Indian River, Brevard, Martin, Lee, Sarasota, Pinellas, and many others — often impose blackout periods, larger waterfront setbacks, required minimum slow-release nitrogen percentages, and required BMP certification beyond the state minimum.

Ordinance vs. Label

When a local ordinance is stricter than the fertilizer label, the ordinance controls. You are responsible for knowing and following the ordinance in the jurisdiction where you are working. Look it up (city/county websites and UF/IFAS Extension are good sources), and re-check periodically because ordinances change. Violations bring fines to both the applicator and the property owner.

Confirm local requirements before quoting or performing any fertilization. A quick call to the city or a scan of the county ordinance page is cheap; a fine is not.
